A specific fatwa has been issued by the Permanent Committee on it,and the fatwa says its permissible, but there is a misunderstanding about it , because the container of an inhaler contains

]Because it settles on your tongue and inside your mouth ] when inhaled, [on its
way to the lung] that some of it seeps into the throat, abdominal cavity and bowels.
So It's best left for the evening.
And if he can’t fast without using “puffs" from an inhaler,then this is an ill person ,and allowed to break his fast ,while he can re fasting on other days.
